Seems that the CC config.xml is reloaded everytime the file physically changes. I have been testing with the element.
If I have ...
and change it to ...
The config.xml will reload and use the new property value. However if I have ...
and that file contains "property=value" ... editing that file and changing "property=newvalue" doesn't trigger a reload of config.xml.
