Speed up CCRB by only parsing build folder when necessary

Paul Gross reports:
we drastically sped up our cc.rb instance by cleaning up old builds. looks like cc.rb parses the whole build folder structure on every request, which gets really slow when there are lots of builds. maybe put it on the TODO to only parse when necessary, or default the setting to clean up old builds or something.
