[PATCH] Add project.email_notifier.always_notify attribute

This is more a feature request than a bug fix. I can understand the philosophy behind only sending email when a build is broken or fixed, but for tasks like "daily builds" it's nice to always send an email. I'm no ruby expert by any means so this might not be the best way to implement this feature, but it at least illustrates what I'd like to have. Please consider adding this feature if not accepting this patch.
