Added monotone support (also a stab at making cc.rb handle more scms than svn)

This is a first version of adding monotone support. I have noticed a lot of svn:isms in the code, but I havent adressed them all. Mainly, the issue with treating revisions as non-integer adds some trouble. Monotone does not have sequential ints as rev ids - they use hashes instead.
