SVN checkout with SSL certs ... requested by David Rice

It looks as if the checkout fails if the SSL cert isn't already cached David did a manual checkout from our repos elsewhere on the box in order to get the cert into the cache and was then able to setup the new project. See stack trace in David's email of 2/18/07
