execute builds sequentially .. requested by David Cameron

Include a way to queue up different builds and execute them sequentially. I think this is the biggest single source of questions on the mailing list at the moment. This is either because of dependencies between different projects or resource contention. We've also found that builidng projects sequentially is almost certain to be faster than building them in parallel because disk contention is the limiting factor. For these reasons control over what is building when is a big requirement.
