Subversion should cache the list of svn:externals

"svn propget svn:external -R" (issued by Subversion#externals on every call to Subversion#up_to_date?) is a rather expensive, frequently repeated operation.
Explore remembering the result (which is a list of svn:external property values) until there is a new revision.
Potential problem with caching this data is nested externals (our project refers through svn:external to another project, which in turn refers through svn::externals to yet another project).
