Newly created ~/.cruise directory has no data version

mv $HOME/.cruise $HOME/.cruise.bak
./cruise add Proj1 file:/test/fixtures/svn-repo/passing_project
ls -al $HOME/.cruise
Expected: to see a data.version file in there
Actual: don't see it there
And then, first time you do ./cruise start, it runs migrations. Which doesn't do anything particularly bad, but may create interesting consequences for the future.
Suggested fix: when adding a project, first run migrations on the $HOME/.cruise directory (whether it existed before, or not).
