Build changeset is not displayed when a build was manually requested, but there actually were source control changes

To reproduce:
1. Set project.scheduler.polling_interval to something extremely long
2. Start builder
3. Make a change in the project's source control
4. touch build_requested
The build occurs. Then start a dashboard and look at the build page.
Expected: Build Changeset section shows changes in the source control since the last build
Actual: Build Changeset section simply says "Build was manually requested". Boo...
