SVN External Integration tests fail when no network connection

You could get around this by having the test copy the svn-repo fixture to /tmp and having the external hardcoded to point to file:///tmp/ccrb-svn-repo.
This would break on Windows, but you could check for \tmp, and if it doesn't exist, issue a warning skipping the test and telling them to create it.
