Allow global project defaults

Currently I have to either check in a cruise_config.rb file into the root of my project OR put it in ~/.cruise/projects/foo. The problem is that I have to do this for every project I create. I work in a startup - it's the same 5 guys getting the email for every project so I'd like to have a single ~/.cruise/cruise_config.rb right next to the site_config.rb which allows me to define the standard project config so I don't have to needlessly copy config files.
