Incorrect timezone in XmlStatusReport.aspx (used by cctray)

The index_cctray.rxml that renders the XmlStatusReport.aspx (used by cctray) has some problems with formatting the date/time using the format_time() function. The timezone in the string returned by format_time is always +00:00 (atleast in my case) I'm sure that my locale is set correctly to point to the correct timezone (IST/+5:30 in my case)
