Bogus svn.err file is created after every check for modifications

Every time a check for modifications occurs, an svn.err file is created. This should only happen when Subversion returns an error. Moreover, this should probably not be named svn.err, because we want other build loop errors to be included in that same file (and displayed on the dashboard).
