Cache the result of Project#builds()

Project#builds() can be cached. In the builder it can be cached based on mtime of Project#path (i.e. the result remains the same until something is changed in the project directory) In the dashboard, however, it should be cached based on request (i.e., the result better be the same for the duration of request).
